A beginning of surveillance system was using monitored of problem diseases. In Thailand, a government policy get started using a surveillance for drugs abuse since 2004 but also a lack of sustainability(4) . This study found new results at the suitable for sustainability of surveillance system of abusing substances in communities and has troubleshooting cover dimensions at all, prevention , suppress, and control drugs use. Furthermore, a government policy focus on suppression of drugs abuse only. On the other hand, general surveillance system used in the United States of America have focused on medical consequences of abuse. A surveillance system of abusing substances in communities help define and determine the magnitude of drug problems and provide an early warning for emerging problems. The data has gathered from police and hospital registration and records, survey of drug problems among students in primary and secondary schools including drugs traffickers, drugs abusers, and people potentially at risk. These activities are consistent with the notion of providing information about sources of data on assessing drug abuse within and across communities were collected law enforcement data, hospital data pertaining to drug use and school data (1). An effective surveillance system for monitoring drug abuse has been assessment by user found that overall mean was 81.9%.
