In addition to its efforts to open the European market to ASEAN products, ASEAN h as always looked to the EU for development cooperation. The second AEMM, in March 1980 in Kuala Lumpur, saw the signing by the two sides' foreign ministers of the ASEAN-EC Cooperation Agreement. In it, the ASEAN countries and the Community extended most-favoured-nation treatment to one another's goods. It expressed the EC's intention to extend assistance to Southeast Asia's development, including in regional projects and other endeavours related to ASEAN cooperation. A Joint Cooperation Committee was to oversee and monitor the agreement's implementation.
