Scope and method of study . This case study focused on an elementary school in Oklahoma City that was part of a 21st Century Community Learning Center grant that got underway in January, 1999. The elementary school was located in a poverty and high crime area of the community. Using the conceptual framework of systems theory, this study looked at the collaboration and partnerships that existed during the project. The methodology included use of surveys and interviews of key stakeholders.
Findings and conclusions . Respondents indicated that the after-school program involved a number of agencies and appeared to be appreciated by the community. The data indicated that the project received mixed reviews by those most closely involved with its delivery. While there had been involvement in planning the project with the central administration of the school district this same effort did not translate to the school site when the project was funded. A number of agencies and organizations did contribute resources and programs, even though the work was done in isolation of other contributors, so that there was no overall planning and collaboration for the project.
