It has been noted throughout the discussions in Chapter 1 and this chapter that new governance movement portend considerations for change in the operations of the central human resources unit. And although we view the central human resources unit in school systems as the keystone to an effective personnel program, we fully support the contention that every school administrator and supervisor is a "director" of human resources. Neglect of the human resources processes at any level in the organization ultimately militates against the successful completion of the school system's mission. In the following section, the organization, responsibilities, and guiding ethics and standards of the central resources unit are discussed.
