As for most indices, comparing time senes tends to reveal the most relevant
results. Comparing the development of the 01 from 2000 to 2005, our data show
that 'the utilization of the maritime potential has increased by about 11 per cent.
Malaysia's 01 has risen by 57 per cent, the highest next to Singapore. Likewise,
higher values are also calculated for Indonesia and Vietnam. But, changes of the
0I of Brunei, Myanmar, and Cambodia seem to be negligible.
This means that Malaysia,' which has not yet made full use of its maritime
potential, is moving ahead and has improved its position in comparison to the
other ASEAN countries. There is, however, still room for improvement and the
Malaysian government and the private sector would be well advised to invest
more heavily in the maritime economy in line with the new Ocean Policy agenda.
