For renewable energy projects, an enabling environment would mean that government policies and priorities are supportive of rural energy delivery programs.
In 1995, a Solar Electrification Pilot Project was implemented by Rural Electrification Board (REB) in
Bangladesh.
This project offered access to electricity to 900 households within a 29 km2 riverine island area from three solar battery charging stations and some stand-alone systems.
In 1998, for political reason, REB extended grid electricity into the project area which forced withdrawal of the entire solar PV project.
