The concept started in the European region in the late 1990s. In 2003, the European Union
developed common rules for aviation security and intra-EU one-stop security became a
formal part of the system. For instance, based on the EU’s harmonized rules, Germany does
not re-screen any passengers and bags arriving from EU airports, since it considers that
security controls have been applied at origin at similar levels to its own.
