In this paper, e-Readiness refers to the
government ability to take advantage of the ICTs
as a facility to enhance and improve its
administrative functions. e-Readiness has several
components, including telecommunications
infrastructure, human resources, and legal and
policy framework.
e-Readiness assessment suggested above can
be conducted on:
• Data systems infrastructure
• Legal infrastructure
• Institutional infrastructure (standardization
of various departmental means of
communication and the technology that is
used)
• Human infrastructure
• Technological infrastructure
• Leadership and strategic thinking
readiness (short, medium and long term
plans by specific government ministries)
In this regard, e-Readiness assessment can be
used as an information-gathering mechanism for
governments as they plan their strategies for ICT
implementation. It can help the project team to
better understand what impediments to ICT
implementation exist and what initiatives are
needed to overcome them.
