List of Tasks and Responsibilities
• Assists the Director of Operations and Director of Training and Quality Assurance to develop Human Resource plans and strategies aligned to the organization’s strategic direction and business strategy
• Develops and implements human resources policies and procedures
• Administers HR policies and procedures
• Administers compensation and benefits
• Conducts staff manning guide budget planning and controls staff manpower
• Conducts and manages recruitment and selection of staff
• Overall co-ordinates staff recruitment activities and job advertising
• Supports in completion of job application materials and documents, and preparation of employment interviews and evaluations
• Plans and conducts Orientation Program sessions as and when necessary
• Coordinates and assists HR of each properties
• Coaches HRMs group wide and assists the Resort/Hotel Managers group wide in HR related and employment legality issues
• Responsible for TUC HR and Recruitment issues
• Arranges TUC employment contracts when hiring staff and briefs all new staff
• Designs and implements a career management program aimed at integrating individual aspirations and organizational needs & realities.
• Establishes, organizes and supervises the maintenance of department records, ensuring complete accuracy and confidentiality
• Manages career-related issues surrounding organizational restructuring, downsizing & outplacement including provision of support
• Acts as the conscience of the employer, with respect to people issues
• Analyzes work processes and recommends improvements where necessary
• Analyzes issues by giving warnings verbally or in writing by issuing warning letters until termination of employees due to continuous absenteeism, no prior notice before taking leave, unable to reach assigned targets, lack of ownership & responsibility etc
• Conducts exit interviews for employees that resign
• Involved in Performance Review process, defining all roles and developing task and responsibilities lists in coordination with the Director of Training and Quality Assurance and the Director of Operations
• Manages the Appraisal process across the levels and establishes a framework for substantiating a Performance Appraisal system linked to Reward Management
• Implements and monitors a performance management system
• Manages the Career Development Plan
• Keeps track of records for procedures, processes, SOPs, PNPs, formats / forms in line with organizational goals
• Contacts the Thai government, Social Security & Workmen’s Compensation schemes and keeps good labor relations with them
• Maintains knowledge of legal requirements and government reporting regulations affecting HR functions.
• Maintains and updates the TUC Careers Page, TUC Database, Employee information, HR Letters/Certification etc.
Deliverables
• Coordinates with HR of each property on HR general updates & recruitment
• Reviews and combines all HR Monthly reports
• Monitors and supports all HR and staff activities plans group wide
• Monitors and analyzes properties’ employee turn over
• Attends Operations monthly meetings and other meetings when called upon
• To ensure compensation and benefits are in line with company policies and legislation
• Supports staff social security and medical insurance for all staff
• Consults with all staff regarding any staff problems when needed
• Reviews staff benefits & welfare and develops new welfare and benefits programs
• Supports the annual salary review
• Reviews and updates the employee rules and regulations
• Conducts the staff orientation training in coordination with the Unique Training Manager and the Director of Training and Quality Assurance
• Amends and revises HR policies and procedures as necessary, in order to adapt to the changes that occur in the work environment
• Creates and updates policies on hiring, discipline, benefits and promotions in order to maintain company consistency
• Follows up to ensure all the properties have done the staff evaluation as per the HR policies and procedures
• Keeping employees satisfied, communicating information on policies and handling complaints and questions regarding benefits are all aspects of employee relations responsibilities that fall under the HR and Recruitment Manager
• Prepares staff welcome kits and check lists
• Attends daily briefings when on site at resorts when possible
• Visits each resort at least every quarter depending on the needs of each resort
• Conducts HR audits group wide
Managerial
• Manages and organizes the TUC Careers page, ensuring it is up to date
• Acts as a consultant and advisor to Hotel/Resort Managers, HR and Department Heads
• Conflict management and keeps a balance between HODs & Staff
• Coaches Hotel/Resort Managers and Department Heads in terms of HR activities concerned
• To ensure that Employee relations processes are in place to maintain morale and maintain a positive company image.
• Meets with and gets a Resort update from the Hotel/Resort and HR Manager during resort visits
• Meets with Department Heads and a sampling of resort staff on a regular basis
• Assists in the appraisal process for Hotel/Resort Managers
• Recommends improvement of HR activities
• Sets individual targets for staff satisfaction for each department
• Implements systems for staff satisfaction measurement
• Manages and sources Provident Fund providers and manages the Company Provident fund in coordination with the Director of Finance
