ASEAN leaders also realise that non-tariff barriers remain a major obstacle in the process of arriving at a free flow of goods within the region. Progress in the elimination of indefensible non-tariff measures (NTMs) remains utterly slow, in spite of the high priority that ASEAN Ministers assign to the matter. Recently, a database on ASEAN NTMs has been set up to get a better overview of the remaining barriers. ASEAN leaders also invited the private sector to notify all unknown or unlisted NTMs so that they can be eliminated subsequently. Another possible obstacle to the free movement of goods is the divergence of product standards and technical regulations. Therefore, the ASEAN Coordinating Committee on Standards and Quality (ACCSQ) has been made responsible for the implementation of the ASEAN Framework Agreement on Mutual Recognition Arrangements and for the harmonisation of technical regulations and product standards. Finally, all member states are urged to comply with the WTO Agreement on Import Licensing as soon as possible
