Baker dissociated himself from the report by not having his critical letter of acceptance published with it (unlike all the other Interim Reports), and the chair of the working group was replaced. His letter expressed his ‘disappointment’ and redirected them to ‘deliver age-related targets’ with ‘urgency’ and to make ‘faster progress’ and required the new chair to report progress at the end of February 1988 (Department of Education and Science, 1988, pages 99-100).
