The program complemented by increased police regulation and enforcement .against public use of drugs. Voters in Zurich acknowledged the success of this program by approving it in a referendum in 1996 (Frey 1997). Buoyed by the success. of earlier drug programs, in 1998 Swiss voters approved a referendum to legalize the use and sale of marijuana, heroin, and cocaine through the Drogleg program (The Economist 1998c).
