At one time assistant director of the Technical Assistance Department of the Prime Minister's Office in Israel and later director of the Division for International Organizations in Israel's Ministry for Foreign Affairs, Mrs. Harman had served on the UNICEF Executive Board as Israel's representative from 1952 to 1959 and again from 1962, chairing the Program Committee several times during these years before becoming chairman of the Executive Board in 1964.
