Goals: There is a national interest in improving English proficiency at all educational levels. The president wants to internationalize the university and have more English-speaking foreigners on campus, ideally to become a language center for academic collaboration with ASEAN nations, including Cambodia, Vietnam and Laos. Administratively, an interest was expressed to form an MOU with ISU for language development, and to consider the possibility of tuition waivers, ISU instructors visiting PSRU, or academic exchanges in the form of visiting scholars with PSRU faculty attending ISU or other universities for post-doc work. There is currently a consortium in North Texas, potential in Australia the UK. One possibility is to start a regional English development center at PSRU, which could then be emulated by other Rajabhat universities. Individual faculty expressed interest in developing academic English writing skills to publish in Western journals, or to pass English competency exams (TOEFL or IELTS) to pursue advanced degrees abroad.
