he focuses on creating unformed wholesome deeds. If virtue (sīla) is not a formed wholesome deed in oneself, he needs to develop virtue in him well. Next, if the concentration (samādhi) is not formed in oneself, he needs to develop that unformed wholesome deed as well. If the wisdom (paññā) is not formed in oneself, wholesome deeds are not formed. So, he thinks to develop wisdom and cultivates it.
