In 2G and 3G networks, the NCL is defined according to a
geographical location of cells and a prediction of signal
propagation during network planning [4][5]. The major
drawback of this approach is its inability to adapt to changes in
environment and high complexity of whole process. In [5], the
authors propose to consider knowledge of cells coordinates to an automatic NCL update if a cell is added/removed to/from the network. If a new cell is deployed, all neighboring cells are
automatically added to its NCL. Nevertheless, this leads to a
large size of the NCL with redundant cells to which no
handover can be performed due to an obstacle in the UEs’
movement (e.g., river, buildings, etc.).
