Case : Pround County – Which way to go ?
All stake holders have been meeting and discussion on this big project about project chapter, project objective, project constraint and resource including major deliverable. Finally, PCSD has finalized the objective of this project : “To be able to handle the capacity of waste of Rround County in the next 20 year”. One of major deliverables is to expand the existing filtration plant. Major reason were to save budget of the plant construction, to increase the capacity within less time and no need to find a location for the plant.
However, some stakeholders do not agree with those reason and argue that PCSD should decide to build a new filtration plant. Reasons are:
1. To reach project objective (20 year), there’s very slim chance to expand the current one.
2. It is better to have two plants (meaning that to keep the existing one). In case one is shut down, PCSD still have a stand by.
3. It is predictable that the size of the population and industry will be increasing, though not that sharp, it’s wise to prevent the problem in advance.
