New organizational structures for administering the human resources function in school are still evolving. The optimal model regarding the decentralizing of the human resources processes has yet to be established. Figure 3.4 conceptualizes one possible organizational arrangement that emphasizes decentralization of the human resources function. Similar to traditional organization, school in the decentralized organizational arrangement still report to a deputy/assistant superintendent or superintendent. The traditional human resources unit, however, moves to the central advisory services unit that also is responsible to the deputy/assistant superintendent or superintendent. The central advisory services unit holds a staff relationship with local schools and provides consultative services in such areas as human resources development, instructional services, and business/facility services. In such a decentralized arrangement, the central advisory unit services personnel work cooperatively with individual schools in the determination of specific tasks the will be performed by each: the assignment of responsibility for the various kinds of decisions encountered; the identification of authority for various procedural/action approvals; and the establishment of appropriate communication channels for information dissemination.
