7.2.3 It is thus proposed that a small number of motor-tricycles as shown in Annex 9 be introduced on a trial basis, and evaluated for possible use on a national scale, assuming they prove to be reliable and acceptable for vaccine distribution. The trial should be for a minimum of 12 months, and at the end of this period, a review and detailed study should be carried out to assess the performance and general suitability of these vehicles for the intended purpose. A total of 20 trial vehicles are recommended, with 2 allocated per province, and these should be based at city and county medical warehouse level, where they should be used both for vaccine distribution and for distribution of other medical supplies and drugs. This will create a model for an integrated health transport system, that caters for all public health needs at the periphery. If the trial period proves the vehicles to be satisfactory, further motor-tricycles should be ordered, eventually providing one vehicle for every city and county in the country and for the central maintenance workshop in Pyongyang
