If we only count faculty with a PhD degree (Associate professors and professors), we find that one institute has 8% faculty at this level for ITE 1–7 and another has 5% at this level for ITE 5–10. Six out of 19 HEIs have fewer than 20% faculty with PhDs within one or both programs. Five HEIs have 40% or more in one or both programs. Although the number of faculty at the first lecturer degree or above has increased these past six years, the distribution of competence varies across HEIs and there are more teacher educators with a PhD level teaching students preparing for work in grades 5–10 than for those preparing as teachers for grades 1–7.
