In developing the framework, the following main
principles have been used:
1) The measurement of quality of employment
should be comprehensive, with many
elements and dimensions.
2) Not all aspects of quality of employment will
be relevant for measurement in all countries.
Each aspect of quality of employment should
be sufficiently problematic within a country to
justify measurement.
3) The measurement of quality of employment
should have a transparent logical structure to
be called a framework.
4) The statistics of quality of employment are
designed to be feasible or practical for
National Statistical Organizations (NSOs).
While designed to draw from existing sources,
countries may need to consider expanding the
collection of statistics on quality of
employment. Each aspect of quality of
employment is designed to be technically
feasible.
5) Use, wherever possible, internationallyaccepted
