However,Taiwan’slackofpoliticalrecognitionhasledsomefisheriesbusinessestoemployless
conventionalmethodsincludingFlagsofConvenience(FOCs)inharvestingtunaresources.Meanwhile,
Taiwan hasbeenexperiencingthepainfulcostofreadjustedDWTFpolicies.Thispapercomparesthe
readjustedpoliciesinaccordancewithinternationalmanagementinstrumentsandtunacompliance
requirements(ComplianceAgreementandUNFSA)anddomesticlawsarealreadyundergoing
adjustmentstotaketheseintoaccount.ThisagaindemonstratesTaiwan’suniquepositioninthe
internationalcommunity:despiteitnotbeingamemberoftheUnitedNations,Taiwansparesnoeffort
to ensurethesustainabilityofmarineresources,anddoesitsutmosttofulfilltheresponsibilitiesand
duties ofaFlagState.
