Organizational rules: The first dimension concerns how the organizational
rules that govern corruption are established, communicated, and understood.
In the case of the USA, where police agencies are highly centralized,
police organizations differ markedly in the types of activities they officially
prohibit as corrupt behaviour (Klockars et al., 2000). On the other hand, in
countries which follow the unitary form of government where police
agencies are highly centralized, uniformity of rules is observed. Eritrea,
with its centralized police organizations, comes under the latter category.
