Concern has been mounting over the environmental
impact of freight transport operations.Although tighten-
ing vehicle emission standards have been reducing
exhauste missionsofnoxiousgasses,suchasnitrogen
oxides,hydrocarbons,carbonmonoxideandparticulate
matter,attentionhasshiftedtothegrowthincarbon
dioxide(CO2) emissionsfromthefreightsector.National
governmentsandtheEUhavesettargetsforreducingall
these emissionsanddevisedpolicymeasurestocutthe
externalcostsoffreighttransport.Toassessthenet
impact ofthesepolicymeasures,however,itisnecessary
to establishwhatthebusiness-as-usual(BAU)trends
wouldbeintheabsenceofanynewgovernment
