Nothing's been decided yet -- the investigation is still underway, and they haven't even spoken to the owners yet. On top of that, another part of the original post says that it's Kyuhyun's parent(s) listed officially as those in-charge (possibly with Kyuhyun or alone). Either way, Kyuhyun's involvement is that he took out a (pretty sizable, imo?) loan out in order to buy the building, so he's the owner of it and has it connected with his name. But it's his parents/family that are operating it, so I'd imagine it would be more on them to manage stuff like getting official permits/licenses to run business properly. If there is something wrong (either because of carelessness or something illegal that was done on purpose), I hope it gets taken care of.
