In the next sections, we describe an approach that was used in the
context of a large scale government project in an effort to develop
a KM strategy. In this environment, it was critical that the
analysis rapidly provide a portfolio of KM needs from which the
most valuable and promising alternatives could be selected.
Furthermore, the KM strategy involved implementing widespread
ICT and applications such as portals, social networks, best
practice sharing, etc. Planning the characteristics, structure,
governance and implementation stages for these tools required
that the initial KA provide a global picture of their potential uses
in different groups or units.
