6. Defining an international tourism project
For the purposes of this paper, international tourism projects are those consisting of a set of facilities at a fixed location in which income is derived principally from expenditures of foreign visitors. A number of ‘‘facilities’’ make up such projects, but for convenience, they can be grouped into two investment categories: 1. Superstructure. ’’ Hotels and other forms of lodging. ’’ Tour services. ’’ Restaurants and other forms of entertainment. ’’ Shops. 2. Basic infrastructure ’’ Attraction restoration and/or site development. ’’ Basic utilities: water, sewage and solid waste disposal, electricity, telecommunications etc. ’’ Transport: access roads, airports, harbors. ’’ Employee training facilities. ’’ Special services to the permanent community: education, health care etc.
