As Garland (1986) says, this is a welcome reintroduction of neglected themes, for any account of punishment must include the dimension of the audience: punishment will not be perceived as justice if it accords only with the social control needs of governments, the crime prevention expectations of the public and the principles of the philosophers To be accepted as legitimate, to strengthen respect for law and abhorrence of crime, punish¬ment must also accord with prevailing sentiments about what is barbaric and what is reasonable.
