Within weeks, JAFI, WZO, and other institutional partners made preparations for the public launch of Operation 1000. Amongst the first groups to mobilize was Gush Emunim, which quickly assembled a domestic team in Israel and sent 13 emissaries to the US and Europe to promote the project. In fact, there initially seemed to be so much enthusiasm surrounding the project that Hollander issued a stern memo warning of the existence of imposter organizers, writing of “various individuals circulating who purport to be representatives of Operation 1000, some of which even claim were sent on my authority!”.51
