Even though they little economic capital, the new business owners try to accumulate "sosial capital" by expanding their networks. Many of them think that to engage in tourist business, money is not the critical factor, because money can be borrowed from the agricultural or the social policy banks run by the government. Instead the most important thing for business is "network" , "friendship" and/or a "partnership". Having money without network is meaningless, many said. Thus they need a partnership to circulate and accumulate their social capital. They think in terms of "sustainable" business similarly as they did for water management.
