The ship is open in Barcelona after discharging a cargo of scrap.
The estimator knows that to clean the holds in preparation for the phosphate cargo, will about two days and thus there is sufficient time to adequately clean the holds prior reaching Casablanca.
Unfortunately there is a bunker strike in Barcelona and thus the ship has to call enroute at Ceuta.
However the estimator only wishes to take minimum bunkers at Ceuta because he wishes to carry as much the cost of bunkers is very much cargo as possible; and because he has checked and discovered that the cost of bunkers is very mush cheaper in Rotterdam than in Ceuta. He hopes that the vessel will stay in Ceuta no longer than twelve hours for refuelling, but allows a further six hours in case of berth congestion, having checked and found out that no barges are available in Ceuta, all ship calling for bunkers having to berth alongsisde the bunker installation.
