Quality assurance should be viewed in the context of a country’s
public policies to provide educational opportunities for citizens.
Connections between institutional purposes, government policies
established to enable institutions to achieve their purposes, and
procedures that document institutional performance are essential.
Unfortunately, when alignment is absent, citizens lose opportunities
to better themselves (National Center for Public Policy and Higher
Education). Issues of quality assurance have become a focus of
attention in both developing and transitioning countries (El-Khawas
et al. 1998; El-Khawas 2002). Governments have decided that traditional
academic controls are inadequate.
