In the next step and based on an efficient assessing system, the tactical level indices
were defined along with those of the strategic level. Along with this process, the
proposed set for the strategic level was considered as a guide for determining the
tactical level indices. Based on a literature review, much suggested performance
indicators for the tactical level were extracted and grouped under the six strategic
criteria. Then, using two rounds Delphi technique experts had chance to judge
(accept/reject) the feasibility of proposed indicators and opportunity to advise new
indicators for each group. Finally, based on experts’ judgment and opinion the indices
at tactical level were determined (Table II).
4.4 Ranking the strategic level indices
With the help of experts the strategic level indices were compared in pairs and were
