It is worth emphasising at this point that Australia and East Timor gaining
access to these revenues is contingent upon the commercial decision to
develop Sunrise. This decision lies with the Woodside-led consortium that
holds the relevant exploration licences. Woodside’s reaction to CMATS has,
however, been positive and the consortium appears to be set to resume work
on the project.
In any case, the Treaty does include some safeguards for the
parties should development of Sunrise not proceed in a reasonably timely fash-ion (see below).
