We should not offer permanent positions to temps as a reward for their temp work. We should offer based on merit and job fit. If you fill a permanent headcount with a temp, you need to be sure they can perform as well as hiring a fresh permanent from the market. They must be subject to the same review for qualifications, experience and BBD Values ( and credentials checks) as if we were hiring from the market, although their OJT experience with us already will count a lot of experience.
