As the price of health care increases, persons with assets to protect
will see an increased financial risk from being uninsured, and
many will find higher premiums worthwhile. However, persons
with few assets to protect will get no greater benefits from insurance
when health care prices are higher than when they were lower:
There is no difference in the extent of financial protection and little
difference in the amount of protection to health. As a result, we
expect fewer low-income persons to buy insurance as health care
prices increase.
