Through analysis, this article divided the WPCTC into
three parts: preparation for basic data, capacity calculation and
capacity assignment (Fig. 1). It was showed in Fig. 1 that the
work of total control needed to treat a large number of spatial
geographical data about pollution sources, discharge outlets,
surface water function zone, etc. It was so difficult to describe
and express those spatial data and the dynamic response
