From Fig. 2, we see
the followings. First, as the maximum number of simultaneous
TCP connections we set, the observed number of simultaneous
TCP connections increases monotonically. Second, when the
maximum number set at the Web client is larger than20,
the observed actual number becomes slightly lower than the
controlled one. For example, when we had set the maximum
number to50, the actual one became 34. Third, the actual
number of simultaneous TCP connections is not affected by
the packet losses added by the network emulator
