With regard to the treatment of foreign long-haul carriers, allowing these carriers in compliance with road safety rules and regulations to seek business opportunities in domestic markets would promote competition and enhance supply chain efficiency. Governments might maintain regulations and impose restrictions designed to strictly limit foreign participation in national road transport markets. While such measures protect domestic carriers from foreign
competitors, the use of controls invariably leads to increased costs, thereby negatively affecting supply chain performance. In an effort to identify regulatory variances faced by foreign long-haul carriers, US-ATAARI surveyed APEC economies as to their treatment of foreign long-haul carriers with the SCFAP Chokepoints Questionnaire. Relevant results from this survey are detailed in the heavy vehicle transport analysis.
