In the phase of wider uptake, there is room for manoeuvre with regard to the financial model to be applied for full-scale
operation. In essence, the options are either to feed the returns into a simple common pot for subsequent investments, or a
sophisticated commercial compensation scheme, with distribution of returns among all partner organisations. While the
choice of model may also depend on the preference for public or private sector solutions, an important lesson learnt is that
the financial model should be simple and reliable.
A second important strategic option in the phase of wider uptake concerns the approach to be followed to ensure
continuous learning, adaptation and upgrading of the new system. In essence, the two options are either ‘to make’ or ‘to buy’
i.e. either to maintain and manage actively a consolidated network of partners who continue to collaborate quite closely and
informally to improve the system, or to buy external technical services as needed (‘ad hoc’) on a commercial basis.
