There are, however, cases in which conflicts do not arise because of trusting relationships developed among the members of FCAs over the years through communication and discussion. For example, as mentioned in Section 4.5, the FCA members in Kojohama ward in Hokkaido think they belong to one big family with strong group morals and ethics and are not even aware of formal rules and consequential punishments for rule violation; consequently, conflicts in their group are out of the question (Inoue et al., 2008).
