Continued flak over The GMB and the terms of the agreement apparently induced Basque politicians to negotiate important cautionary clauses in the management contract approved on Dec. 21, 1994 (see "Front Page," Feb. 95|. In an attempt to ensure the exclusivity of Bilbao's museum the agreement puts the brakes on Guggenheim expansion in Europe by requiring Basque consent on any satellite, except for the possible Austrian outpost which predated GMB.19
