In response to the 2011 questionnaire, four out of the six surveyed economies maintained
regulations covering driving hours, driver logbooks, and the transport of dangerous goods. The
Philippines indicated it was in the process of drafting regulations for trucks on the transport of dangerous goods, but had no driving hour or driver logbook regulations in place or under
planning. In contrast to the other economies, Vietnam reported it neither maintains nor is
planning any of these regulations for heavy vehicle drivers (driving hours, driver logbooks, and
dangerous goods transport). Given that all surveyed economies cited driver fatigue/insufficient
regulation of driving hours as a serious issue for truck safety in their respective economies, with Vietnam identifying this issue as the highest priority for their economy, efforts to align standards in this area would clearly benefit individual economies as well as the region as a whole.
