Muqbil (1997) argued that, with the exception of Singapore and Hong Kong, most countries in Asia suffer from a lack of cooperation between the convention promotion body and business organizations. The KCB was established to enhance promotional activities and support public/private organizations to attract more conventions and meetings. Yet full cooperation is still limited among convention centers, chambers of commerce, lodging facilities, travel agencies, and other related stakeholders (Pyo & Koo, 2002).
