Communicating with employees and subordinates can be challenging for any boss. This is particularly true when there is bad news. Whether an individual has strong or weak communication skills, no body wants to tell their subordinates about cuts. This is no truer than when a very negative reaction is expected. While upper managers may displace this responsibility onto lower management, hopefully because they must and not because they desire to do so, the buck has to stop somewhere. As such, it is best to speak with subordinates as both a boss and someone is also who affected by the changes.
