Visualising a country as a company leaves no room for the minimal role of the state
principle. As in a company, government growth is a sign of prosperity. The super
CEO Prime Minister is in favour of a larger central government that does more, not
a central government that does less. This position runs counter to the current trend
of many countries to reform government by reducing its size.16 There are several
ways a government can grow. First, the number of bureaucrats is increased. Second,
the number of ministries, departments, state enterprises, autonomous public
organisations, and other types of public agencies is increased. Third, former positions
in the bureaucracy are upgraded from a lower rank position to a higher rank
position. For example, a position of P.C. 8 is upgraded to P.C. 9. Fourth, government
domains are expanded to colonise new policy areas and tighten control of old ones.
