Hence, although economies at this moderate level of competitiveness
are present in all five clusters, a full one-third of the 21
moderately competitive economies are High-Ambition economies,
where barriers to entry for entrepreneurs are higher and
the relative attractiveness of early-stage entrepreneurship as a
career option is decreasing, but the share of entrepreneurs that
are ambitious enough to take advantage of growing and opening
markets is increasing.
