Radio Prosumer: The radio prosumer is a
femtocell owner in open access that consumes and produces a time varying bandwidth, labeled as r(t) and c(t). The prosumer can be considered as a pseudo operator in the network that can provide capacity to users within the femto coverage, as shown in Fig. 2. The radio prosumer can relieve the operator’s access network from traffic when it is necessary and thus can stimulate switch on/off BS management schemes for longer time periods. The radio prosumer supports traffic migration from the administrative domain of the mobile operator and thus can decrease power consumption of BSs, assuming a linear relation of BS power consumption with traffic served
[12]. Fairness in such a migration scheme is satisfied since current femtocells present a flat power consumption dependency with traffic.
Thus, mobile network operator can reduce
OPEX without increasing costs to radio prosumers.
