Particularly for East Timor, a newly independent country dependent on oil and gas revenue
from the Timor Sea, any course of action which threatened the viability of any production was
simply not an option. Australia was obviously mindful of this enabling them to hold firm in
their negotiating position. It was therefore East Timor who needed to be flexible in coming
up with a mutually acceptable arrangement
