Audiences are formed, when people
a) face a similar problem
b) recognize that a problem exists
c) organize to do something about that problem
within the general public, certain “activist” audiences may be already working on the issue: members of a nonprofit organization, peer organizations or constituents who care about the issue
They can form the base of comm. Activities, as the organization will have the greatest return on its investment here
The informed, “engaged”, audience is made up of people who care about the issue and share some of the concerns of the activist audience
This includes people who may have reason to be effected by the issue and people who are aware but have not taken action
The members of this group offer critical support when quick actions are desired and additional people power is needed
